The question does not specify any particular angle to be constructed.  Some particular angles can be constructed with the help of a Compass and a Ruler.  The most basic angle is  that of 60degrees.  Having done that, it can be bisected to get an angle of 30 degrees, which can be bisected again to get and angle of 15 degrees.

 

To construct an angle of 60 degrees draw a line segment through any point P.  Then draw any arc with any radius , say equal to PQ, with the Centre  P.  With the same radius draw another arc with centre at Q, so that both arcs intersect at point R.  Join PR. Then angle QPR will be equal to 60 degrees.  See figure below.

 

To construct an angle of 90 degrees, two coterminus and adjacent angles of 60 degrees each can be constructed with the help of a compass, as shown in another figure below. Then bisect one of the 60 degree angles, to get an angle of 90 degrees, shown in the figure below.
